According to the latest revised 2026 World Cup competition regulations from FIFA (page 26), the correct ranking criteria for tied teams, in strict order, are as follows:

⚔️ Stage One: Head-to-Head Data

When two or more teams have equal points, FIFA will prioritize results of matches between these tied teams (Head-to-Head):

  1. Head-to-head points
    * For two tied teams, examine their head-to-head match result.
    * If three teams are tied, exclude any fourth team and calculate points within this smaller “round-robin league”.
  2. Head-to-head goal difference
    * (Applicable only when three or more teams are tied) Calculate goal difference in matches among the tied teams.
  3. Head-to-head goals scored
    * (Applicable only when three or more teams are tied) Count total goals scored in matches among the tied teams.

📊 Stage Two: Overall Group Data Comparison

If the above head-to-head criteria are identical (e.g., a draw between two tied teams), FIFA will initiate a second level comparison using overall group stage data:

  1. Overall goal difference in all group matches
    * Total goals scored minus total goals conceded across all three group matches.
  2. Overall goals scored in all group matches
    * Total goals scored across all three group matches.

🕊️ Stage Three: Fair Play Points and World Ranking

If teams remain tied after all other criteria, the final tiebreaker criteria are:

  1. Team conduct score (Fair Play Points)
    * Ranking based on penalty points from yellow and red cards, with lower points (higher score) ranked higher.
    * Points deducted: Yellow card (-1 point); two yellow cards leading to one red (-3 points); direct red card (-4 points); yellow card followed by direct red (-5 points).
  2. FIFA Men’s World Ranking
    * The new 2026 rules officially eliminate “random draws,” opting instead to use the latest official FIFA world rankings before the tournament begins. Higher-ranked teams advance.

🔍 Ranking of the Best Third-Place Teams (Cross-Group Comparison)

With the expansion to 48 teams, the eight best third-place teams from 12 groups will advance to the knockout stages. Since these third-place teams don’t have head-to-head records against one another, they will be ranked based on:

  1. Total points in cross-group comparison.
  2. Overall goal difference across all matches.
  3. Overall goals scored in matches.
  4. Total Fair Play Points (fewest card penalties).
  5. FIFA Men’s World Ranking (higher-ranked team advances).
